Automatic/In-Portal Transfer Application
- Make applying to transfer to UCs/CSUs as easy as possible
- Have the application be simple and within community college student portals or even automatic for CSU AD-T application
Common Course Numbering
- Have course numbering be consistent throughout public colleges in California to reduce confusion about transferability
Clear & Consistent Transferability
- Continue to reform ASSIST and transfer information resources to be clear about which classes transfer
- On the community college level, push students towards transferable courses
- Increase the number of transferable courses as is reasonable
Sufficient Transfer Counseling
- 1 counselor for every 100 community college students pursuing transfer
- Have more consistent system-wide information and policies for the dissemination of transfer information
UC & CSU Transfer Culture Reform

- Establishment of a robust, well-funded transfer student center at all UCs and CSUs
- Investments into supporting community college transfers (such as transfer specific courses, counselors, and resources)
- Investments in encouraging the transfer pathway in California (such as having admissions staff host info sessions at CCCs)
ESL to Transfer Pathway/Transfer Information for ESL Students
- At all California Community Colleges, create simple and achievable pathways for ESL students to transfer to 4-year universities
- Multilingual transfer information resources
Automatic TAG for CCC to UC Transfers
- Automatically notify TAG eligible students and allow them to apply for TAG within their community college portal
More 4-Year Degrees at CCC
- Create more opportunities for earning 4-year degrees and unlocking the benefits of baccalaureate education – allow more 4-year degree programs at California Community Colleges
More Opportunities for Dual-Enrollment
- Encourage more high school students to take California Community College coursework
- Invest in transfer pathways – send representatives to California high schools to advocate for the CCC to 4-year path
